Map dropping too early?

I got a map in cruel belly, should map only be drop in Merciless? Or a rare/unique monster can still drop map in cruel as long as the itemlevel is enough?

Yeah they can start dropping from A4 Cruel AFAIK now. Item level 58 (so zone level 56 + rare/unique mob). I got my first map from Cruel Kaom.
