Your Scorching Ray is only lvl 19 and not lvl 21 also you are not using a lvl 4 empower. You could also use a 6l Shavs with Pain Attunement. 3gem levels and pain attunement means 60% more dmg overall. If your damage is still to low swap out temp chains for ele weakness.
