Poison necromancer lacerate can clear tier 15's very easily it struggles with guardians but should be able to do Minotaur and phoenix with a bit of skilled required just to constantly dodge

Weapons

What about lowlife this build? Necro has good synergies with auras. You could use Haste instead of faster attacks and use minion dmg instead for example.

Would be interesting but I do not think it would be that great as not many auras are that amazing sure haste is nice but i can get up to 9 attacks per second which already is heaps also im pretty sure minion damage support does not work with scourge as it is only increases and not more that buff your damage not 100% sure about this but im pretty sure also you would not be using cospri so you would lose out on a skill gem having to use poison gem so overall i do not think it would be worth while to go low life
