why people use CwDT + Immortal Call in the first place?

LOL I agree with OP. CWDT+Immortal call is outdated and hardly provides any saving grace.

I rather use CWDT+Arctic Breath.

Arctic Breath works, but the usual set-up for CWDT Arctic Breath is CWDT > AB > GMP > Chain. That's an entire 4-link eaten up for a bit of mitigation.

Your typical IC set-up is CWDT > IC > Inc. Duration > (something else your build needs that benefits from Inc. Duration). It's a lot more compact and provides a bit of extra utility, especially when you consider that the final link can be Vortex, which also chills enemies and does so for significantly longer than Arctic Breath even without Inc. Duration. CWDT > IC > Inc. Duration > Vortex is a set-up I've been using on a few characters recently that helps out quite a bit. To say nothing of the usual Vaal Haste booster.

I'd almost rather have Spell Totem > AB > GMP > Chain, if you want to spend a 4-link on mitigation via Chill. Spell Totem will keep the chilled ground up a lot more reliably than CWDT will, and frankly the second-ish of Chilled Ground you get from low-level Arctic Breath via CWDT doesn't do much more to mitigate incoming damage than IC does.

Heh, besides. Spite glove enchantments are a thing, eh? Why spend links on CWDT Arctic Breath when you can just get an extra skill on your gloves that's basically CWDT Arctic Breath? :P
She/Her
One of the best uses of a standard CWDT 1 - IC - ID setup I've seen is from LuriFaXx's Soul Ward Occultist. By maximizing the faster start of Energy Shield Recharge stat, they're able to ensure the small window of physical immunity IC provides even with zero endurance charges is enough for ES recharge to start, at which point Wicked Ward kicks in for a massive 4s survivability boost. While this is susceptible to elemental damage and ignite/bleed as they note, I find it to be a pretty elegant and efficient way to deal with pure physical damage, so long as you're careful and can absorb the first hit triggering IC.
For most of my builds it's not that small of a window of immunity. The last 4 or 5 characters I've made have all used Blasphemy + Warlords mark so you constantly have 3 endurance charges. When Immortal call goes off, you get more than a small window. What you get is plenty of time to fully leech back the damage, or to avoid killing yourself to reflect. And then the next pack you kill, you have 3 endurance charges again. Warlords mark is seriously useful.

And vs bosses you likely won't get those endurance charges, but I use Vaal summon skeletons vs all bosses that allow it, so you get literally 5 seconds of not being attacked at all.

CWDT + Increased Duration + Immortal Call + Vaal Summon Skellies
Enlighten + Blasphemy + Warlords mark + 2nd curse

The last 4+ builds I've played all used those as staples in 2 4 link slots. I wouldn't play any other way for a non armor / endurance charge character.

I still bet plenty of players are keeping the CWDT Immortal setup just because they are lazy to change anything about it. Old school means old school lol!
why people use CwDT + Immortal Call in the first place?

lack of better options for me usually.
