Map drop on cruel Malachai - intended?

I know that GGG reduced the min lvl for maps to drop, but IIRC it's supposed to be @ area lvl 60.

Even if it's mlvl 60, shouldn't Malachai be mlvl 59, as the area is alvl 57? Or are act bosses +3 mlvl?

Just seems odd to drop a map in cruel (Crystal Ore Map, @~ 2055 JST in case you want to check logs).

By level, it checks out (boss in lvl 57 area), but the patch note does specify Merciless. So, either the patch note only meant to clarify when level 58 areas begin, or bosses in Cruel were supposed to be excluded but there was an oversight.

I can confirm that I've also gotten a map in cruel. This may be an oversight regarding the difficulty.
