What is considered a buff and how to increases to buffs work?

bang. thats the sound when forum moderators and wiki people run against the invisible wall of restricted knowledge. once again.

'Green border around the icon=buff', documented in patch notes, is one of the most transparent PoE mechanics. I mean sure, there's some obscure stuff here and there but this isn't one of them.

If by "restricted" you mean "listed in the patch notes for everyone to read, and explained publicly on the forums several times" then sure.

It is considered part of the buff like RF. The degen gets increased by the buff increse %. That same gets applied to the reduction ammount. This was clarified months ago.

youre right, that came out rather offensive from my part, sry about that. was just a frustrated moment, there goes my chance to ever play on alpha again but that train is prob gone long time :)
if it was in the patch notes i take back my statement.
flask effects having their own category alongside buffs was new to me too and i was sure it was never mentioned in the patch notes. but i can be wrong of course. have to look it up when i have some spare time.
