Where do you see this? Drop rates can always be adjusted without GGG telling us, but generally in the past they have told us. I see no evidence in my experience to suggest that there have been any adjustments to unique drop rates. A while back the drop rates of T1 uniques were increased pretty dramatically. At the start of 2.2 or 2.3 maybe (?), they decreased this rate SLIGHTLY, for certain T1/Chase uniques. This doesn't affect many items, and we are talking about items with a very slim drop rate to begin with, so not a huge deal for most players.
