Unable to life leech off of Tore, Towering Ancient (Marshes)?

My build revolves around me being able to attack fast enough to leech all of the damage back while using Vaal Pact so the leech applies instantly, however, whenever I make any physical attack against Tore, Towering Ancient in the Marshes map, I receive no life whatsoever and eventually die due to being unable to leech any life back and popping what potions I have. I could leech off of every other monster in the map just fine, it's just the boss that seems to be ignore being leeched off of completely.

I also checked poedb to see the datamined information from him but nothing shows him as ignoring the effects of being leeched:

http://poedb.tw/us/mon.php?n=Tore%2C+Towering+Ancient

The current map mods on my map are:
1) Increased Monster Variety
2) 40% chance to avoid elemental status variety

I can't find any other reason as for why I cannot leech off of the boss other than it being a potential bug with him.

There are cases where I can leech all of my life back if I take a Savage Hit that procs my "Cloaked in Savagery" ascendancy, but the rest of my attacks with insane attack speed leeches nearly nothing at all, maybe 0.25% of my total life pool each hit which equates to nothing due to the constant damage over time from his abilities.

I understand that single-target leech was nerfed really badly, but no other boss in the game has this effect for me, Cloaked in Savagery procs or not, and I can leech off of them to sustain damage against them - it is only Tore, Towering Ancient that seems to nullify leech effects.

Here are a couple of stats based off of being idle in hideout:

Resolute Technique Keystone obtained
Vaal Pact Keystone obtained

Dual Strike tooltip DPS with Ancestral Protector: 30,512.7

Dual Strike combined damage in Main Hand: 1106~2001
Dual Strike combined damage in Off Hand: 917~1690

Dual Strike physical damage in Main Hand: 572~1035
Dual Strike physical damage in Off Hand: 469~823

Attacks per second without Ancestral Protector totem: 8.96
Attacks per second with Ancestral Protector totem: 10.68

Off Hand Life Leech from Physical Damage: 1.11%

1% Leech from any damage
Life Leech from Attacks: 1.6%

It honestly doesn't feel like I'm getting 100~200 health back per 10 Dual Strikes (1%~1.6% of 1100+572 nor 1%~1.6% of 917+469) after Berserker ascendancy point buffs are taken into account.

Bumping with a video.

It doesn't seem like it's just Tore either. Other map bosses seem to be affected by this as well, and from some other bug reports I've read, it seems like there's an issue with leech itself with certain mobs, whether it be leeching life or energy shield.

I really hope this gets fixed at some point or it's at least put on the Known Issues list.

At 1:30, you can see Life going down by a couple hundred per second from the fire trail alone, and at the end you're not just tanking the fire trail but also his Cyclone.

You're just taking a shit ton of Damage, that's all.

The reason your Leech seems so much stronger against trash monsters is because your Leech is literally stronger against trash mobs - Berserkers gain 2% Leech if you've killed recently. On top of that, they don't leave a fire trail that completely destroys you.

Okay, I just redid some of my passives and you are most definitely correct. I misconstrued the effects of Fortify which does not apply to DoTs (so the fire trail damage is not affected by it), so I had a false sense of "I should be ignoring 43.5%+ of the damage that's being done to me" - 20% from Fortify, 15% from Rumi Spell Block, 3% from corrupt Lazhwar, 5.5% from Lazhwar conversion of base 11% block while dual wielding) plus 76% Fire Res as well as Arctic Armor's 12% reduced fire damage while standing still.

As for the passives, I gave myself 2% more leech and more damage while leeching and the effects are very obvious and I was able to sustain his damage very easily.

There is no issue here, GGG. Ignore this thread, please.
