[2.3 Occultist] Celestial Storm Weaver Build (Unfinished)

Ascendency points in preferable order: Wicked Ward: +100 Energy Shield, Energy shield cannot be interrupted if recharge began recently Forbidden Power: +1 Power Charge, 10% to gain power charge on critical strike Vile Bastion: 0.5% energy shield recharge for each enemy killed recently, Cannot be stunned on full energy shield The name of this build derives from the Celestial and Storm Weaver notable's located in the Templar/Witch part of the tree. Both notables give powerful buffs for multi-elemental casters specializing in cold and lightning damage. This is an intermediate build that I believe veterans will enjoy and appreciate for the levels of safety this build offers to survive Hardcore comfortably. The defensive capabilities of this build are fairly similar to Aegis and other powerful block builds. The build boasts a high energy shield pool that has synergy with the block you get from Xergil's Crank, which gives you a chance to begin ES recharge on block. Combined with the Wicked Ward keystone from the Occultist tree, the regeneration on block will not be interrupted and bring you back to full health within a few seconds. This will give you peace of mind that any lag or misstep won't kill you in HC. You have plenty of room to make mistakes and play comfortably as you farm maps and accumulate wealth. For offense, the build is capable of sustaining a fair amount of critical strike without fear of reflect. Because reflect interacts with Block Chance, your attacks are capable of restarting your ES recharge which is recovering your health by 40% of your ES per second. To compliment your block build, the build uses the spells Lightning Tendrils and Vaal Storm Call. These two spells have DPS output that are spread out in smaller attacks that can be mitigated by Block Chance. This allows us to push our DPS limits further than most builds as it gives a defensive layer above elemental resistances for reflect mitigation however isn't quite as faceroll as Vaal Pact crit builds.
