Can you please try the steps listed on this page:
https://technet.microsoft.com/en-us/library/cc771551(v=ws.11).aspx

If this doesn't resolve the issue for you, can you please post up a DirectX Diag dump? If you don't want to post this publicly, please send it to me via PM.
Please also detail any launch parameters you may be using.
To authorize WMI users and set permissions

1 Open the WMI Control console: Click Start , click Run , type wmimgmt.msc and then click OK .

2 In the console tree, right-click WMI Control , and then click Properties .

3 Click the Security tab.

4 Select the namespace for which you want to give a user or group access, and then click Security .

5 In the Security dialog box, click Add .

6 In the Select Users, Computers, or Groups dialog box, enter the name of the object (user or group) that you want to add. Click Check Names to verify your entry and then click OK . You might have to change the location or click the Advanced button to query for objects. See the dialog box Help for more details.

7 In the Security dialog box, under Permissions , select the permissions to allow or deny the new user or group:

I am able to get to step 4 but i see no way to do what step 4 says everything is grayed out in the security tab the only button I am able to click is cancel.

The chances are you don't have Administrative rights to make changes to the WMI console. You could try running the console as Administrator or even log in as Administrator.

Personally, I'm finding hard to understand the relationship between the WMI and PoE...

Well i had a very similar issue, After a week of trying everything, reinstalling drivers/vc libraries and the game on multiple occasions, the issue was being caused by my wmi being disabled in the last windows 10 update. i had to go into windows services and put WMI to AUTO, then open cmd and enable it since it was also all grayed out. For me the WMI control panel told me that WMI could not start b/c it was disabled and thus caused the security tab to be grayed out. Turns out I didnt even need to setup permissions or authorize users, only enable WMI.

To enable WMI

step 1: go to search and search services.msc
step 2: Find Windows Management Instrumentation and double click it, set startup type to automatic.
step 3: not sure if this can be skipped or not but open CMD as Admin and type "net start winmgmt"
step 4: It should confirm that its running and now try to launch POE.

this is all I had to do for it to work, I didn't have to authorize WMI users or set permissions. maybe because I'm on Windows 10?
