Item already has a mod of this type

So I go to the sharpening wheel and craft the increased dmg mod on the first axe, then I try to do the same on the 2 axe and it doesnt work

The first axe has a hybrid mod (Phy % and accuracy). The second axe has the hybrid mod and a phys mod.
