Vengeance + Curse on Hit not applying curse when Vengeance is triggered by self damage (resubmit)

OK, I tested more thoroughly on a PVP match and have to resubmit my findings:

When I use Vengeance + Curse on Hit + Curse combo it correctly curses enemies when Vengeance is triggered by an enemy hit, however if I'm using Hiltless and/or Scold's Briddle, which causes me to hit myself when I attack, Vengeance will trigger but it won't hit enemies at all, meaning no damage from Vengeance nor curses applied on the target.

For some reason Vengeance only works correctly when it's triggered by an enemy hit and not a self hit. I'm not sure if it's intended, but it looks like a bug to me. Hopefully a dev can offer some input about this. Cheers!

Bump. I am also getting a similar problem -

Vengeance + curse on hit works when mobs hit you.

Vengeance + scolds works (you can visually see it proc even in a hideout etc).

Yet, I can't seem to make the scold's-procs activate the CoH when doing them near enough to monsters that it hits them. Is there some mechanic I am missing here? (I can blind them with the scold's procs - so I know that they are being hit).
