Scale Prophecy Activation Chance with Item Quantity

The "tax" on rewarding prophecies should be the sheer volume of Beyond/Exile/Warband/etc Corpses you've had to wade through.
Challenge me. Do not send me to -30 level zones where I trigger 4 additional prophecies I wanted in maps.
Scaling Prophecy activation chance with Item Quantity will shift these in the direction of difficult & scary maps. More Risk More Reward. This could actually be one of the best league mechanics we've ever had.

In addition to the above; I would not be opposed to decimating the Silver Key drop-rate and mostly gating them behind the completion of active prophecy's.
