Can Someone Explain "Elemental Equilibrium" Builds To Me Please?

Does EE stack? Or is it just a flat 25/-50?

I am not understanding why a spell or ability that does cold/fire/lightning would not give +25 to each and -50 to each net -25%?

If that stacks I can see why it would be pretty awesome. Or for single element builds pretty bad.

Enemies you hit with Elemental Damage temporarily get +25% Resistance to those Elements and -50% Resistance to other Elements

If you hit with a skill/ability that does all 3, those elements get the +25%
There then aren't other elements to get the -50%
Since EE timing is extremely difficult to control, it would be the best for the EE trigger man to use single element attack constantly and let allies/minions take the -50% enemies buff.
EE is triggered by YOU and the -50% buff is on enemies for 5sec.
So if you do weak blanket Lighting or Cold attack and your minions/allies get to attack enemies with -50% buff with other elements.
One example, YOU use self trigger weak Lighting or Cold Nova or alike to trigger EE and keep pumping out Summon Raging Spirit to take -50% enemies buff.
