Chill and Temp Chains Stack?

If so what is a good place to read about their (Chill and Tmep Chains) interaction, most of the information I have found is either conflicting or dated.

Does Temp Chains extend the duration of Chill/Frozen?
Do they stack at all in terms of movement/attack speed reduction?

For first question, it depends. If the chill has a duration, then that duration will be extended by Temp Chains' "effects expire 40% slower" text. If it's from chilled ground or Vortex or something like that, there's no interaction in that way.

For second, I believe they used to stack subtractively (i.e. 30% slower from TC + 30% slower from chill = 60% slower, 40% final character speed) but I believe they changed that a while back, and now they stack multiplicatively. So, if you have 30% slow from TC and you chill that enemy, that's 70% * 70% = 49% final character speed.

And then both of those should stack multiplicatively with any attack or cast or movement speed reductions like Tarred Ground or Suppressing Fire.
