Is having 0 energy shield considered "full" for the purposes of getting the movement speed bonus for Ghost Dance?

Just tested it with my free respcec; no it doesn't work on 0/0 energy shield. You only get the bonus if you have some energy shield, and it is full.
Face it, all of your suggestions are worse than this idea:
