Meta-crafting

Yo I've this question about the meta-crafting of affix cannot change mod.

I want to craft this boots into something usefull while preserving the mutewinds mod.

If I craft Haku's prefixes cannot change mod on it, can prefixes still be added onto it?

Also I almost never craft does anyone have tips for crafting this pair of boots?
