--- The game developers decided that "Mana Cost" and "Mana Reservation" are two completely different stats. If you read the "Reduced Mana" gem, you will see that currently, it only affects Mana Cost Herald of Ash and other persistent-buff Skill Gems generally use Mana Reservation instead of Mana Cost.* --- The easiest way to reduce reservation of skills like Herald of Ash is either passives on the skill tree or unique items, with the "reduced mana reserved" stat. Another way is to acquire a level 2+ Enlighten gem, which has a "Mana Multiplier" of less than 100%, which effectively acts as a reduction to both mana Cost and mana Reservation. Level 1 Enlighten gem does nothing. It takes a lot of EXP to level up Enlighten, but adding quality to the gem helps it (but not other gems) level up faster.
*Nitpick and other tidbits
Technically the persistent buff skills incur both a cost and a reservation. The cost is expended, and then the reservation replaces the amount that was spent. Mostly. Or at least, it used to be this way.
Also, you can gain the benefit of auras without reserving mana by using the Spell Totem support gem. However, you'd still need a certain % of your mana to be available, and a higher amount because Spell Totem has >100% mana multiplier, so it is pointless in most cases. Need game info?
