If u asking about ele dmg vs hindered, than yes. RF gets bonus dmg form ele dmg modifiers.

" Ooh that sux and kinda makes it not so clear, ggg really should fix stuff like this. When i seen that scepter, 1st thing, that came to my mind, was RF build + temp chains. Anyway, the best way to test it, is to go to a high hp mob without the scepter and then start killing it and put the scepter on and see, if it starts drain its heals faster. |
