A question about what 'budget' means when it comes to builds

I would definitely recommend playing through as the character you want to make. If you use earthquake while leveling it will help you realise about its strengths and weaknesses, and make better decisions about what gear you want later on.

It's a lot to take in at first, but you should take your time. The most important ones are: Chromatic recipe, Chaos, Regal, Chisel, gemcutters prism recipe.

Imho kongor's undying rage is way better, at least when you calculate the actual attack speed scaling with the aftershock, inserting exactly 2 attacks between that with kongor is not a big problem with minimal ias, whilr with marohi you have lower pdps(but better range between minimal and maximal hit) and even using frenzy charges can make you just jump 1 tier on the chart, which means you lose out on a lot dmg by default.
Leech is more consistent with kongor simply because of higher atspeed and you have the option to swap inc aoe with conc effect or inc rarity any time you want.

But basically marohi is good enough if you play slayer and don't want to do hard bosses.

But as for any item, just searching for a rare with similar stats can savr you a lot of currency.
I bought a rare dagges in psc for 45 chaos, while divinarius was 1-1.5 ex with worse stats, oh I even have a high res roll on mine.

So it turns out I did know about it, I just didn't realise it was that important!
When you say "The most important ones are: Chromatic recipe, Chaos, Regal, Chisel, gemcutters prism recipe", do you mean that it's important to know how I can get those from a vendor?

If so, I can't find anywhere how I can get a chaos orb from a vendor recipe!
There is a recipe where you can turn in a full set of rare gear (weapons, one piece of each armor and one piece of each jewelry) and get either Chance, Chaos or Regal based on the iLevel of the items turned in (hold alt to see the iLvL of an item).

Probably the most important recipe for you to start using asap!
