Make a warcry that can 'hit' on the initial shout.

That is a lot of good arguments!! I am now convinced that it would work well, and +1 your suggestion.

In the mean time, vengeance is not so bad for curse on hit, since as soon as you get hit a couple of times it procs and curses all the mobs around you.
