You're seeing the effect of additive stacking. Sid already has a bunch of Increased Evasion Rating, and the 194% from the Stibnite is additive with that value; it's not a separate x3 multiplier.

Napkin math as an example, stats kinda roughly similar to Sid's:

552 + 126 + 126 = 804 from not-shield
250 from shield
53 + 90*3 = 323 from levels

76% Increased Evasion, 130% from Shield

804 * 1.76 = 1415
250 * 3.06 = 765
323 * 1.76 = 568
1415 + 765 + 568 = 2748 Evasion Rating (~20% less than Sid)

Stibnite adds 194% Increased Evasion:
804 * 3.7 = 2974
250 * 5 = 1250
323 * 3.7 = 1195
2974 + 1250 + 1195 = 5419 Evasion Rating (~20% less than Sid)

If it only granted 94% instead:
804 * 2.7 = 2170
250 * 4 = 1000
323 * 2.7 = 872
2170 + 1000 + 872 = 4042 Evasion Rating (way less)
