Purity of Elements Skill

There is this amulet http://pathofexile.gamepedia.com/Tear_of_Purity that grants level 10 Purity of Elements Skill and i want to know if you have to use it like a gem using mana reserve or will it grant me the resist without the mana reserved?

It reserves mana just like the gem. The only difference is that it doesn't use a socket. It's also not automatic, you have to cast it.
