There are no stupid questions, only anserws. It desnt matter. What matters is that you have a better spell first (from top left corner), i.e.: you're using 2x Discharge, one lvl 20 20q, secound lvl 19 0q. First one should be that with 20/20 because it will be rolled and checked for trigger in the first place. Its not something like night and day difference if you have them socketed in reverse order but something worth doing for those who want to min/max everything possible.

For those who are using Arc with Discharge, Arc should be secound, because when it crits it will eat all power charges meant for Discharge.

I switched to this build at lv65, u can switch early but you need ascendancy node that gives you max charges, i also got lucky and had a good ring and boot with int so i was able to switch early on. So far i was able to do merc lab with no problem, face rolled argus and a maxed buffed izaro, his hardest hit got me for 50% health(I only have 3.2k health right now, havent picked up health nodes yet). Cant wait to try uber lab. Some advice if you are short on currency to buy stuff, level in dry lake on merc, u can easily go to 75 in just there pretty fast, use 2 bright beak hammers with leap slam, ull be jumping so fast. kill big packs till you reach vol dude, kill him, repeat. Brittle emperor card drops maybe every 200 to 400 runs, so with one card you can fund this build, assuming you have vols devotion already, if not it will take you about 1 week of serious farming to get the whole set of cards, i went from 70 to 85 just in there while hunting for them T_T, but i made tons of currency and about 150 chaos from drops. Is elemental overload good(procs alot), cause my disharge has about 10% crit chance.

It still procs, however with EO and non-legacy Mjolner it is best to use double Discharge setup supported with Fire penetration.

So any particular reason Saffel over Rise of the Phoenix?

Saffel is used to boost up max for all of the resistances for overall balance. There's quite a lot mobs/bosses doing dungerous light damage (Dominus, Piety, Atziri to name just a few) and there are several doing serious cold dgm (Mervil, Daresso). Also there are map mods like "monster deal additional x% of damage as cold/light" and beyond bosses. Saffel is more universal and safe.

Couldn't decide whether I liked Inc. Aoe or Fire Penetration for simple mapping. Best solution: have second Mjolner on switch with Fire Penetration for bosses :D

If you use general mapping tree version and have 20 quality Discharge than there's really not much of a need for Inc AOE gem. You can run with Fire pen all the time.
