If people took RT, Glacial Hammer can't freeze, Infernal Blow can't ignite and Lightning Strike can't shock. Am I right?

Nope, I'm still shocking and freezing enemies.

I thought shock,ignite and freezing only happens upon crits with elemental damage?

There are certain nodes i.e. Static Blows for lightning damage which let you shock enemies without having to deal a critical strike.

some skills have inherent chance to (elemental effect) like glacial hammer. curses can add 10%, passive skills can add a little(mostly just 20% shocking blows for templar). but crit hits have stronger elemental effects due to more damage.
