Does being shocked increase the dmg you take from Righteous Fire?
It doesn't link, no culling strike icon on RF. So I assumed it doesn't work.

Culling's basic functionality is an on-Hit modifier. As Warlord mentions, RF does not Hit, and that is indeed why it doesn't work. If a Skill cannot interact with the basic functionality of a Support, it does not link.
This is also why Rapid Decay (Reduced Duration, More DoT) does not link to RF by default: RF does not have a Duration. Linking up Spell Totem adds a duration, and thus allows RD to function. Added Fire does link up to Fireball, because Fireball can benefit from Damage Added As modifiers (FB deals Damage, after all) - you simply always gain +0 Damage because Fireball doesn't deal Physical Damage :P |

" Right, yeah, makes sense.. in a way. It's just a shame, could've been an ok-ish fourth link for RF (don't like Conc Effect, makes AoE too small). Using Searing Bond in fourth link right now, and it doesn't benefit from Inc AoE, which annoys me greatly :). |

" I do, it goes: RF - Inc AoE - Inc Burning - ???. Currently there's a searing bond in ???-socket. That's not tidy enough for me :(. |

" Unfortunately, the whole thing doesn't work, DoTs can be neither converted on dealing side nor shifted into another element on receiving side. I'd just stick quantity/rarity in that slot, better than some non-amount of damage on culling strike. Wish the armchair developers would go back to developing armchairs.
