Fortify + heartbound loop

I believe that fortify would lower the damage taken from heartbound loop and/or scolds bridle by 20%. Is this a correct assumption? Sometimes there are bugs or unclear mechanics with this type of unique and I want to clarify this

It will and armor will work too, but you can't evade, dodge or block it because it's neither attack or spell.
