Network Lag in "some" Areas

Very strange..
I have experienced that my ping jumps from 40ms - 200ms ,but only in some zones...
Yesterday , The dried lake and Daressos Dream/Arena.Tried multiple other areas with no lag at all ,steady 40 ms..I usually play Amsterdam server , tried Frankfurt/London = same..
Today I lag in Crystal..yesterday that zone was perfect with no lag..Very strange..
The affected zones are playable if I switch to predictive mode (well hello desync again..) but I cant understand how some zones lags and some dont (and not the same zones from day to day?)
If it was caused on my end it would lag in all areas..(make sense?)

Reinstalled poe , restarted modem all "tweaks" done ,leatrix latency fix,tcp ack no delay in regedit and more..Still lag in crystal veins ..but just did Kaoms Dream with a straight "pingline" ..wtf..Shouldnt be possible to have network lag in some areas and some not..(well , im no expert but can someone explain how this is possible?
*** Note : fps no problem ..Shadows off as always in rainy areas (cmon ...fix) Tried "all" to get a fix for this , no luck..

Seems that the Lag beast has started up again after the patch. On Calif. server with a normal 18-22 ping but getting lag so bad it kicks me.
Yea I am getting this same thing on the Cali server.

Lag spikes, can't move and then getting dc'd
ITS STILL FUCKING HAPPENING. GGG PLEASE ADDRESS THIS PROBLEM.

Edit: It deeply deeply saddens me that I cannot play this game properly anymore. Ever since Perandus this has been happening. Played every other league fine. It's so so very sad to me that I can't play.
