Lightning arrow won't fork

I have tried this several times now, and i dully remember it worked earlier, but i might be wrong on that. Now my lightning arrow won't fork even though they are linked.
DPS is decreased and mana cost increased, so it seems to me as the drawbacks work it might be bugged. I have tried re-equipping the gems several times, I use them in 3 linked combination: lightning arrow, fork & increased critical chance. Earlier i used them in another 3 linked combination: lightning arrow, fork & chain. (that's what i dully remember working, but truly it might have just been the chain that i saw). Any ideas on why this isn't working? just me? or is it perhaps because in the moment of impact lightning arrows stops being a projectile and becomes a spell? A Projectile that Pierces cannot Fork or Chain. Could that be the issue?
LA never turns into a Spell, by the way. Every hit is an Attack, and benefits from the regular Attack modifiers. |

That could be the case, but as i only got 35% pierce i should still fork 65% of the time. Or does pierce chance nullifie Fork and Chain?
If that is not the case i wonder, if i pierce a first target, hits a second (without piercing) is Fork and/or Chain supposed to work in the later hit? |

Fork and Chain should trigger if the Pierce roll fails, yes.
I picked up a Lightning Arrow on my Ranger and it Forked just fine here. |

Yes, i am in fault here, i noticed i had it linked with a pierce gem to, increasing my pierce to 80%, now it works just fine.
