Affixes differences

Hi, i want to know what is the difference between affixes with local and base.
For example : of ire : Base Critical Strike Multiplier +% and of ire : Local Critical Strike Multiplier +% Thanks |

Local applies only to the item it's on. Base applies to the character's aggregate base stat from all sources, before modifiers.
