What's That Red and Blue Aura?

So I spectred some Embezzler's Offers that presumably came from a Tormented Embezzler and every time they hit an enemy, a red and blue circle appears under the enemy. What does it do and what is it called and is it obtainable for characters?

It makes them reduce your life and mana regen rates on hit, I believe.
