Multiple Blade Vortex + CWDT setups do not work??

I have two separate lvl 1 CWDT + lvl 8 blade vortex setups.

When the trigger happens i clearly see both blade vortexes go into cooldown but only 1 blade is produced... both visually as well as in the icon counter on top.

Is this expected behaviour? Thanks

EDIT: Tried with 1 lvl 1 CWDT and 1 lvl 2, both blade vortex gems, in separate links are displaying the same cooldown... CWDT now has global trigger cooldowns??? WTF?

CwDT doesn't have a cooldown itself, it gives cooldown to linked spells. And if a spell is on cooldown all instances of it are unavailable. That's why you get only one blade, both counters trigger but second gem can't cast because the first one puts the spell on cd so the second one fizzes.
