Game freezes every couple of seconds

Hi guys

I have been having 1 second freezes every couple of seconds. the strange thing is that the debug F1 menu does not show these.
When the game freezes it speeds up after which give a really weird effect.

My setup:
Intel Core i7-6700K 4GHz
Asus Republic Of Gamers Z170 MAXIMUS VIII RANGER
MSI GeForce GTX 970 GAMING 4G
Kingston HyperX Fury 16GB 2666GHz
Asus VG248QE 144Hz monitor
Windows 10 pro

What i have tried:
Start game with no sound option
Start game with standard audio device
Set monitor to 60 Hz
v-sync on
v-sync off
low res and all settings on low
Install latest gpu, audio, motherboard drivers
Reinstall the game

The strange thing is that on a iMac i have the game runs fine on medium settings on bootcamp windows 7

If you need any more info let me know!

Run dxdiag, and post all information here in [ Spoiler] tags please.

Does the video card in the PoE options say GeForce GTX 970, or something like Intel HD Graphics 530?

Sadly no. That driver is not for the Intel(R) I219-V i am using. I reinstalled the drivers from Asus to see if they were newer but it was the same as i already had and the game behaves the same.

My next suggestion was to install the drivers from that page.

Does frame time spike or anything in the F1 graphs? Nothing at all?

Do you get more pausing in busy towns rather than in your hideout?

Check this thread out, it's eerily similar: https://www.pathofexile.com/forum/view-thread/1486736

The F1 graphs mostly stay the same and that is what i find weird about this issue.

Towns don't make it worse for me. It is primarily noticeable when using skills ( the slowdown and then speedup )

That thread does have some similarities with my situation. His setup is also similar as in motherboard chip and cpu and a NVIDIA GPU.

Things i tested in the meantime:
Disable firewall
Disable AVG
Energy profile high
Game priority in Asus AI Suite
The slowdown is also longer in Lockstep than in Predictive
Also, try uninstalling nVidia Experience, Corsair Utility Engine and other stuff which might be working in the background. You can always add it back if you want.

You can disable extra services by running msconfig:
msconfig -> Services -> Hide all Microsoft services -> disable the 3rd party services
Thanks for the suggestions on the services and for all your other help, i found the problem.

Disabling the AsusGameFirstService helped. I am now able to even use Lockstep and max settings.
