This is for a first character at the very start of a new league, aimed at exiles with some experience. The primary goal is to get to maps cheaply and quickly, with the ability to scale into top tier maps as currency allows. The build is capable of all map mods except ele reflect. It's certainly not a racing spec, but works well with limited gear and currency. I play SC, but as there is good defense including plenty of life, the build should be HC viable. The build is Atziri viable with correct flasks, but not ideal until very well geared. Not recommended for Uber.

Build Explanation, AKA why not Elreon Jewelry and Vagan Dagger?
The build makes use of Gemini Claws for their implicit mana gain on hit to ignore mana on gear. The passive tree scales projectile damage which benefits both Spectral Throw and Projectile Spells. We use Vaal Lightning Strike for single target dps. The damage is absurdly high given we have very little scaling for it, and the shock that it provides increases our CoC dps. Buy linking innervate, and in conjuction with it's relatively low souls cost, we can have onslaught up for a lot of the map, increasing our attack speed and movement between packs. A 6-link chest is ideal for the build - it works on a 5-link, but the increase in survive-ability, particularly in low/no regen maps and the odd reflect rare is noticeable. The two key uniques used are Maligaro's Virtuosity and Rat's Nest. These items are not mandatory but will significantly increase DPS. Power charges are generated with Assassin's mark linked to curse on hit and both Herald of Ice and Thunder. Frenzy charges are generated with blood rage, which is mostly mitigated by life regen on the tree. With a large budget, the claw and jewelry could be replaced with a Vagan dagger and Elreon Jewelery. These items are expensive at the best of times and unavailable at the start of a new league. My experience suggests that the build clears very fast without them. edit: It turns out it's not that simple. Because we get so much dex, the Vagan mod doesn't really help that much. I good CoC dagger will still be better, but it needs good as, crit, multi and at least one of flat spell damage or % spell damage: Google Spread Sheet

Leveling Guide
Overview The guide has three main phases as outlined below. If you have existing currency or gear, you can skip straight to Phase Three. The tree progression will be roughly the same, but you can skip resist and mana nodes on the tree in favor of twink gear and elreon rings.
Phase one... Flame Totem and Magma Orb - Leveling to Merciless
Overview Spectral Throw is very lackluster without a good weapon and leveling with it is painful. Flame Totem suites us, not just because it is strong, but we get projectile speed and damage so it fits well with the build. We will be using Magma Orb in the final build, and it also scales with projectile damage, so I chose to level with it. You could also use Firestorm + Multitrap if you wanted. General tips Mule a Templar until breaking some eggs, taking magma orb and flame totem. You can do Tidal Island if you want, but I just got the eggs and then re-logged. When you can, find a 3 link magic quartz scepter and vendor with a ruby ring and an alteration orb for: +1 to fire gem scepter with Fire Totem + Fire Penetration + (faster Casting / Faster Projectiles) Use another +1 scepter, or whatever other nice scepter you find with increased fire damage or flat elemental damage for: Magma Orb + Lesser Multiple Projectiles + (Added Lightning / Faster Casting) If your damage is feeling lackluster, you can spec into the Shadow start elemental damage nodes. These will be fine into late game, but ultimately I decided pick up more life instead. If it's not mentioned below, you can take whatever reward you feel like.

Phase Two... Elemental Spectral Throw - Dried Lake and Early Maps
Overview The aim here is to level up and acquire the gear we need for the build. If you decide to go with a Tabula Rasa, then you can farm for the Humility divination card in aquaducts instead. This will be slower leveling, and will depend on your interest in trading. While farming Dried Lake in Merciless, you can start to assemble your build. Act 1 - Spectral Throw, Whirling Blades (+ Leap Slam if your current weapon requires it) Act 2 - Blood Rage, Herald of Ice, Herald of thunder Act 3 - Assassin's Mark, Blood Magic, Innervate Act 4 - Cast When Damage Taken Because they're not available to Rangers from the vendor, you will need to hop on to purchase: Increased Duration, Molten Shell, Tempest Shield, Vaal Lightning Strike Also, try to pick up a high quality Magma Orb and Arctic Breath If you haven't set up a shop with Acquisition now is the time to do it. Early in the leagues you can sell lots of leveling gear very easily. Without a shop, getting the currency to gear for your final build will take much longer. Gems Chest: Spectral Throw + Lesser Multiple Projectiles + Weapon Elemental Damage + Added Lightning (+ Faster Attacks / Life Leech). Your other gems should be set up the same as outlined in Phase Three. Other than your chest, don't spend currency linking gear at this stage. Jewels To make gearing much easier, I also picked up a Fertile Mind Cobalt Jewel - put it in the socket between Scion, Duelist and Ranger for best effect. Generally you want just enough int for your gem requirements, feel free to move it to another socket so that your dex goes up as this will improve your accuracy. Weapon You will also need a weapon. Just use whatever Claw, Dagger or One-Handed Sword you can find with the highest Elemental DPS. There is a slight preference for high attack speed as this will scale the damage from herald / aura's better and feel smoother to play with. Bear in mind that a higher attack speed will drain your mana faster, but you will be using a pot to supplement mana regen at this stage so this likely won't be too much of an issue. Other Gear Use your gear for life and to cap resists. You should be able to do this mostly self found - we're trying to save currency and either sell or vendor recipe as much as we can. If you do decide to purchase gear at this stage, aim for something that will work for Phase Three.
Phase Three... Gemini CoC and Balls
You can switch to Cast on Crit as soon as you get your two core items - a Gemini Claw and 5 Linked chest piece. Core Items The Gemini Claw needs a high crit chance and attack speed, with crit multi if possible. You can either buy one or craft yourself. Ideally the claw will be at least item level 77 for the highest attack speed roll, but you can make do with lower in the mean time (the highest crit chance is item level 73). Your options will depend on how many other players are mapping at this stage, and what currency you have. The cheapest way to craft is to alt for Incision, regal (hoping for high attack speed) and then craft either attack speed or crit multi, this will get you started. The armour needs either a pure Evasion or Evasion/Armour base with 5 links. Obviously 6 Links is better, but we're on a budget and likely going to upgrade it later. Another option is to use a Tabula Rasa, as the benefit of having life leech counters the lower defense. Gear Recommended stats for gear are listed in order of importance. claw gemini - crit chance, attack speed, crit multiplier, flat ele shield - spell damage, spell crit chance, life, resists body armour/evasion - 5+ links, life, armour/evasion, resists helm - Rat's Nest or armour/evasion - life, resists, accuracy gloves - Maligaro's Virtuosity or es/evasion - life, resists, attack speed amulet - crit multi, crit chance, life, accuracy rings diamond - life, accuracy, resists belt strength or life - life, armour, resists Gems Links are listed in order of importance, on the easiest items to roll the correct colors. Weapon - Arctic Armour + Blood Rage + Increased Duration Shield - Cast When Damage Taken + Molten Shell + Tempest Shield Body - Spectral Throw + Lesser Multiple Projectiles + Cast on Crit + Arctic Breath + Magma Orb + Life Leech Gloves - Herald Of Thunder + Herald of Ice + Curse on Hit + Assassin's Mark Helmet - Whirling Blades + Fortify + Ice Golem + Blood Magic Boots - Vaal Lightning Strike + Multistrike + Weapon Elemental Damage + Innervate
Budget
I would estimate the total cost to be around 10 - 20 Exalts, but all of that was farmed while leveling with the build. Thanks, might try something similar in the new league. Transition to Vagan / Voll's / etc later on possibly.
