Xp per monster is based on area level.

Bigger pack size mean more mobs so more xp per map.

There is mod that increase xp gained but it is only avaiable in:
- "untained paradies" unique map spawned by Zana
- darkshrine mod


Also a Tempest mod. Who knows if/when we can expect to see it, however.
if you are afraid that this turns into a flame war, then why not just start trading then.

People who trade can afford to vendor away useless unique items every 15 minutes.

So I would expect/assume that the monster xp indeed scales with the level of the monster. Sadly, its a bit hard to get proving data - between finding suiting (same) monsters in different level maps; and excalculating penalties.
