What exactly are you trying to do, and what part of this setup is not working?

Are you trying to use tempest shield to proc something on a very low block build?
The real hardcore PoE players and the elites sit in town and zoning in and out of their hideouts trading items. Noobs that don't know how to play PoE correctly, kill monsters for items. It's pure fact, it will never change.

sounds like your using with to low of block chance or against spell casters with low or no spell block
