You're wrong.

Rare items always drop with at least 4 affixes. One affix provides the cold resist, which means that the other 3 affixes combined must provide the other two stats. Since there is all of %Phys, %Phys and +Accuracy, and +Accuracy, this is not only entirely possible, it's obvious.
