Which ability scales best with cast speed and spell echo?

Somewhat torn between Spark and Storm Call at the moment, but while my tree's flexible to change I'd love to know your opinions.

Every spell scales the same, actually.
And if you ask, which spell will have the best DPS - it's Incinerate, obviously.

Well not exactly, because different spells yield different effects and they could for instance grow more reliable as you cast more of it and overtake those spells that are not. Or am I wrong about that?

Yes, DPS is what I meant :p
I'm thinking if more instances of said element would yield better effects chill/shock/burning wise as well.
