Yeah, thats minor packet loss and ping spiking from the second hop, which is likely the junction box nearest your house. Average latency is fine, and the packet loss is only 1%, so you shouldn't be getting disconnects or really bad spiking...
Whats your hardware like? Some of the recent issues with stuttering gameplay have been related to hardware setups and the switch over to on-the-fly loading that GGG did to minimise connection hiccups. Mind dropping me your current OS/RAM/CPU/GPU and what drive you have POE installed on? == Officially Retired 27/02/2019 ==

PoE is installed on my SSD. Got a technician coming out to hopefully tell me who I need to talk to next if not fix the issue. The Modem+Routing device is a Ubee. A new model with a specific number that wasn't listed on their website when I got it.

So I had my modem replaced with what appears to be the same model... still getting lag spikes. Ran a few tests, this one stood out as only having the thousand+ ping to the first hop rather than all/most of them. Spoke to a Tier 2/3 Time Warner tech who provided me with nothing but 'the service you are paying for is being provided' and to have my PC checked by a technician

Alright, got hold of an actual tier 3 tech, he said his guess is that it's probably not an issue with the wiring outside my house or something like that. I told him that I think it's mostly a problem with the first hop. (since it's obviously not my pc and probably not the modem unless a problem with the specific model) He said he would pass it up... Hopefully if it's a problem with the infrastructure it gets fixed

He seems to think it's an issue with their hardware hosts. I'm not certain what it is. The relationship between the infrastructure people and tech support seems distant at best, he made it sound like they are unaffiliated.

Hi there, I'm sorry to hear you're still experiencing isseus with high ping. Can you please tell us if your connected via wireless or wired? and If you have your firewall, any antivirus, or third party program(VPN's) that may be interfering with Path of Exile's connection?

Problem seems to be an issue with the network outside of my control. It's happening less frequently and things are going pretty smooth now, lag spikes occur way less often and don't hit the above-dial-up ping levels. Still don't know if the issue getting better has anything to do with me sending my WinMTR to the Tier 3 Time Warner people.
