Lockstep Freeze on my screen, but friend can see me moving around as i click/type while frozen.

I just died to this in the 1MHC at level 76 in a mud geyeser map.

Here's what happens to me. Playing in washington, DC server, live just outside of toronto, canada, ISP is Bell. My latency goes to 1000+ for sometimes 10+ seconds, and my character freezes just like it should with lockstep lag. If i leave it for long enough, it logs me out - "Unexpected disconnection has occurred," and I can log back in immediately. The particle and water effects are still moving so I know my game isn't totally frozen. Usually I log out quick enough before this happens, but I guess I didn't this time.

Here's the weird part, though. The thing that is frustrating for me is that it happened when I was playing with my friend, yet the game was still registering my commands. I would click back and forth on my screen while it looked like I was still frozen, and my friend could see me moving around perfectly, cycloning perfectly exactly the way I was doing it. I could even type stuff in and he would see it, while I wouldn't be able to see it on my screen. It also registers my logout macro instantly, as confirmed by my friend watching me instantly disconnect as I pressed it - this leads to me to believe the game is still interacting with the server just fine, other than for the fact that my screen is seemingly frozen in lockstep.

Also, this only happens with PoE, not with CSGO, Civ 5, etc, I'm pretty certain it's not my internet. I just played a bit of Vanilla HC and this didn't happen. Totally anecdotal, but it seems to only happen in the 1 month league.

Now, I know you can say "you didn't log out quick enough," and you'd be right. However, when I froze, there were no monsters on my screen. I logged out ~2 seconds afterwards, and logged back in to see I was in standard.

I don't know if this is a bug or what, but it's certainly frustrating. It happens randomly, too. Yesterday I played with no issues at all. The day before that, this was happening, and it happened again today, too.

I've posted a WinMTR that I ran while it was frozen.

I'm playing on my desktop, using Wi-Fi. Here are my specs:

Processor Intel(R) Core(TM) i5-3450 CPU @ 3.10GHz 7.5
Memory (RAM) 8.00 GB
Graphics NVIDIA GeForce GT 620
Gaming graphics 4095 MB Total available graphics memory

Some more to add to the story - this does NOT happen on my laptop which also uses Wi-fi. My drivers are all updated, i uninstalled geforce experience like some other users were mentioning. It hasn't happened at specific points during the day. I've tried clearing the Log files, Shader Caches and Minimap Caches, none of that worked. I've tried installing it on both of my hard drives, both through Steam and without. It's happened on both HC and 1MHC. I let it run the entire time I was frozen which must have been 30+ seconds. This also never happened when I was playing PoE earlier this summer (after 2.0 was released), although I was playing on a different internet connection in a different house. However, this problem never happened before (pre-2.0) when I was playing PoE at this location. I should also mention that while my character was frozen in place I was able to connect to the internet through my browser, watch youtube videos, stream Twitch in source quality, etc. This sort of lockstep freeze (over a minute in some cases before i decided to log out, in which i was typing things to my friend the entire time and he was reading them, even him telling me over Skype call to hit my flasks while i was taking damage from enemies which helped me survive) does not happen in other maps. There is also more support to this, my logout macro logs me out instantly when I click it, which means the server registers my logout instantly too. As soon as I log out and log back in I'm able to move around again in Town.

Again, I could be totally wrong but I really want to fix this, it's pretty much impossible to play right now and the issue only crops up randomly. I'll be playing along at 30ms ping and boom - lockstep freeze, can't get rid of it unless I hit my logout macro, which logs me instantly, I log back in instantly and can move around town at 35ms ping again until it happens again. Haven't noticed any correlation with day, time, specific instance, map, etc. It's already stolen a character from me and I'd like to avoid that happening again if there's any way I can.

Here is a winMTR when the game is running at 35ms ping, everything is fine for comparison.

Here is a .gif of the problem in action. As you can see the game is running fine as the water is moving so it's just the lockstep.

https://gyazo.com/e598e644bf756b5a8c0d88a0db97d3ed. Notice the complete flatline.

This lasts basically until I hit my logout macro. I've let it run for +1 minute at points in areas I've cleared until I get scared because I don't want to lose my gear/character. When I click around on the screen, use flasks, type in chat, etc. while it looks like it does in that .gif, if i'm in a party with someone else, they see my character responding to all of those actions.
