Legeacy Maps

So I have been wondering about these legeacy maps i have and the Springs is where the doctor card for the headhunters can drop.... Does that mean it can drop in the legeacy Springs maps? Legeacy Springs Map is Tier 3 and non-legeacy is Tier 12... Would like to kow if anyone can help.

No, sadly it does not work this way.
