Apep's Rage vs Rare Wand ( Flame Totem)

im now using iron will / added chaos damage/ fire penetration / faster casting / flame totem / faster projectiles with rare wand so if i go with Apep's Rage i dont need Fire Pen? and can use added lightiong damage ?

if is this true what is better Apep's Rage with added lighting damage or rare wand with fire penetration?

A good rare wand is generally better, than apeps rage dmg wise. U have have 20%+ cast speed, flat dmg and nice amount of increased dmg.

You ALWAYS need Fire Pen if the fire is your main method of attack.

apep is crap compared to any decent rare wand.
