20/23 or 21/20 better for incinerate?

Which is better?

I run triple totems with my summoner witch using Soul Mantle. I just got my first 20/20 gem after YEARS of playing, vaaled it, and got a 23% Incinerate gem.

Is this the best you can do with this gem, or would a 20%/lvl21 gem be better? Anyone with experience in both able to give me advice?

The quality bonus on Incinerate is just Projectile Speed so the extra 3% quality means 6% projectile speed.

The extra level takes it from base damage of 147–220 at 20 up to 161–242 at 21, which is basically a 10% increase.

You'll get better damage from the extra level than you will from the projectile speed boost.
