The mana reserved percentage associated with the determination gem is no longer lowered by a linked reduced mana support gem. Did this get changed by one of the patches?

Yes. In 2.0.0 Reduced Mana got changed from being a mana multiplier to reducing mana cost, which means it no longer affects mana reservation. Enlighten now serves this function instead.
