Are Divination card drop chances better in Merciless than Cruel?

If I want to farm for a specific divination card and the wiki says it will drop in both a Cruel and Merciless zone does it matter which difficulty I use or do both levels of difficulty have equally (bad) drop rates?
For example: if I was farming for The Wrath card, the wiki says "This card can be found in the Cavern of Wrath on Cruel and Merciless difficulties". So would I be better to farm Merciless Cavern of Wrath than Cruel for more of a chance to get it to drop or if it doesn't matter at all and I should go with Cruel Cavern of Wrath so I can run the zone and rinse/repeat faster? Does having more IIR make divi-cards drop more often? "You've got to grind, grind, grind at that grindstone..."

yes, but only by virtue of not being effected(at least not as much) by the drop penalty.

Correct lag, IIQ is the one modifier for more drops with Div Cards, IIR does nothing for it.
