Lightning Warp slow again after 2.0.3 patch

This time around after 2.0.3 patch Faster Casting has no effect on Lighting Warp.

Tried many time removing/placing the gem and it has no effect.
Tooltip says that is using faster casting but in practice is not.

Also, on tooltip Less Duration is only presented with 10% effect on top of reduced duration of Lightning Warp.

Confirmed. Notably slower again.

I have LW + Less Duration + Faster Casting, and I see it working slower again after the patch. However, the tooltip is bugged in a different way for me: I see the cast time changing properly when I remove/replace the Faster Casting gem, but Less Duration is not mentioned in the tooltip at all, it only shows LW's own decreases duration from its level.

So either Faster Casting or Less Duration is not working, and the tooltip may not be accurate too.

Will appreciate a fix for it !
