Regal Orb recipe undercut by Chaos Orb, both by Chance Orb recipe

But the Chromatic recipe (an item with linked RGB sockets) overriding a much more valuable Chaos is NOT OK. When you have a full set of lv 60+ rares for Chaos, and 1 of them just happens to have RGB sockets on it, and it gives you a Chromatic instead of Chaos - that's just wrong.
This does not occur.

All multi-item recipes (chaos) always have priority over single-item ones (chromatic). This is to allow the player to chose which result they want (if they sell them together they get the multi-item recipe result, if selling them separately they can get the single-item recipe result).

A Chrome will never override a Chaos. I have never seen it, and I know for a fact this morning I had some chromes mixed in while I was making chaos.

Check again. I've had it happen just the other day. Either your RGBs were not linked, or you had extra pieces that completed Chaos without the Chromes. But if you try to turn in exactly 1 full set for Chaos, and 1 of those items happens to be a linked RGB, you will get a Chrome plus a bunch of fragments for the rest.

Just to show you with not only one, but 4 chromes.

Spoiler

And with 5 Chromes:

Spoiler

What most likely happened to you: One of your items was not the appropriate level, which is why you got a chrome and a ton of other stuff.

Thank You for taking the time to solve the chaos vs chromatic question.
A clear answer to it: "All multi-item recipes (chaos) always have priority over single-item ones (chromatic).".

Original question remains: Is the following recipe behavior by purpose?

(One full set, item level 75), vendor result 1 regal orb
(One full set, item level 75) + (one item, item level 60 to 74), vendor result 1 chaos orb
(One full set, item level 75) + (one item, item level 59 or less), vendor result 1 chance orb
Last one got checked out of curiosity if this was systemic.

Someone answer this on the previous page, man.
Of course it is intended.
Mark, that screenshot is helpful, but I feel I'd understand it better if you used a fishing rod instead of the branch.

Thanks.

It is not about the case where the full set contains one or more lower tier items when being sold to a vendor.

It is about where an additional lower tier item is being sold to the vendor at the same time.

That must have been it. My bad! Thank you for re-checking.
Ok, what about this one?

There is a full unid set for 2 chaos, plus an extra identified armor, and that 1 extra piece is triggering the 1 chaos recipe.

Remove the extra piece and it's 2 chaos:

This is clearly not right, is it?
The recipe says an unid set for 2 chaos. Not an unid set plus whatever.

You have to have the correct items in the window to get what you want. When you add things, this is exactly what happens. Working as intended.

If that was true, all recipes would require exactly the items in them and break up if you added something. But it's not true. You can add items to 1 chaos set and it will still give you the chaos orb plus the currency for the extras. Adding items to the same 2 chaos set that I used but without triggering the other recipe (e.g. add a shield) will correctly produce 2 chaos. "Unid set plus whatever" is still 2 chaos as long as that "whatever" doesn't trigger another recipe.

The issue here is that the extra item added to the 2 chaos recipe triggers a less valuable version of the same recipe. Which means that the 1 chaos recipe is checked before 2 chaos. That needs to be reversed.
