Infernal mantle low mana effect, does it proc when all mana is reserved ??

I don't use mana for my spells.. i use ES thanks to eldrich battery..

The question might be... do I forgo Anger.. to avoid the downside of the infernal mantle?

Or keep anger and infernal mantle downside taking a lot of damage??

Or Keep anger and change armour since 75% of my fire damage is already converted to chaos damage thanks to consuming dark dagger??
