looking for a RF Incinerator build

hi there i have level 48 templar that want use Incinerator and RF on. i havnt played this toon in years
so havnt use my points yet

or should i level this toon up and wait for full respect if thats the cast what kind build should use to level this toon if cant use rf and Incinerator
