Reduce mana cost question.

Have been away from poe for a few years so many things have changed that I'm not aware.

I'm using Blood Magic and noticed that when I use reduce mana cost on aura ....is not reducing the mana cost at all.

Has been this nerfed and dont work anymore on auras ?
